At last - found an organisation that's thought things through quite well - right under our noses - Cambridgeshire Community Network provides both the physical broadband access and is planning a range of services which integrate Schools AND libraries, AND is intending to adopt single access Smart Card technology - to include access rights to e-learning resources (as well as a lot of other stuff).
